Who We Are
Formed for the public benefit, StopFA58.org, is an unincorporated nonprofit that works to prevent and expose the bureaucratic inefficiencies that lead to waste, fraud, and abuse within the U.S. Army.
Our Efforts
Since learning of the FA58 program in August of 2019, we have exhaustively researched the laws and regulations concerning this matter and have found no exception to laws or regulations that grant authority to establish FA58.
In our efforts to bring this matter to light and find a resolution internally within the U.S. Army, we met with members of the Office of Economic and Manpower Analysis (OEMA), the proponent for the FA58 program and author of both AR 601-208 and DA PAM 600.3, we met with the Chief of Staff for the Army Enterprise Marketing Office (AEMO), and we have contacted the office of the ASA M&RA, the office of the Army's Judge Advocate General (JAG), the West Point Staff Judge Advocate (SJA) Administrative Law office, the Army's office for Freedom of Information Act (FOIA).
Having been unsuccessful in these efforts, we wrote the Chairs of the Senate and House committees on Armed Services and the Senate and House Armed Services subcommittees on Personnel. To date, our efforts have either been chided, rebuffed, dismissed, or ignored without satisfactory explanation. On August 11, 2021, having been unable to locate any documentation that grants exception to the superseding regulations which explicitly prohibit military personnel from performing commercial activities, we filed an Inspector General Action Request, DA Form 1559, with the Department of Army Inspector General.
